There is usually an auction of FrameMaker on either Yahoo,
eBay or Amazon. The winning rate (reserve price) is
$235-$250. Maybe that's more within your price range. When
I've checked before, they are new (usually educational) and
registerable.
Another resource is the FrameUsers' List (see http://www.frameusers.com). Someone there might be willing
to transfer a license for a previous version for a small
fee, or offer a resource to help you obtain the program.
