IMHO, it's perfectly fine for writer X to re-use/recycle information from writer Y's project in order to create documentation for a new project, as long as that project is still under the aegis of the company that writer X and writer Y work for. After all, a writer doesn't completely recreate all documentation for an upgrade of a product. Why re-invent the wheel? Also, it's probably rare that writer X gets any outside credit for producing the document.

So, did writer X commit plagarism? Debatable.
Is it common practice to re-use existing material for new company manuals? you bet!

However, it's NOT perfectly fine for Bubba to use the company's information to create a book that will result in his own profit. Sue the overalls offa Bubba!
