This sounds like this is asking for dissension in the ranks. Putting a
private over sergeants and lieutenants is not a good idea. There are
exceptions here (if they were four-time winners of the Nobel prize or
if they have some extensive training in management that no one else has).
I didn't catch the beginning of this thread, but it doesn't sound like
this is the case.
