Sure.
1. Select both the callout and the graphic (hold the SHIFT key while
clicking each item).
2. On the Drawing toolbar, select Group from the Draw menu.
3. Note that this creates a new object, which may have different formatting
properties (e.g. wrapping) than you set for the original items.
