Where are these good managers? The few good managers that I've had have all
quit and moved into non-management professions due to their being burned out
and frustrated over a) their management not understanding the scope of the
project and b) dealing with arrogant (and not always talented)
engineers/developers.

It is not the industry. It's that there are too many people who are
unwilling to listen to experienced managers. I don't know whether it's
the "I know more than my father" syndrome, or just a natural desire to
only associate with folks who have grown up in the industry. I have
always found it amazing that despite the shortage, few, if any companies
are willing to hire and train anyone over a certain age.
