Actually, I was describing "most" consulting businesses.
Businesses acting as agents to 1099 consultants and
collecting a commission or signing them on as
subcontractors is another kind of consulting business,
but not one that is commonly found in the industries I've
worked in. I think one encounters them more often in
civil engineering projects; every time I've been called
for possible participation in such an arrangement it
was always someone trying to land a contract for an
airport or other public works project.
