Hi Margaret,
You can do minor tweaks to PDF files using either
Adobe Exchange or Adobe Acrobat. The newer
versions allow you to make minor edits to text, etc.
For extensive work, you can open up the PDF in
Adobe Illustrator and move graphics around, etc.
Illustrator only lets you load one page at a time,
but otherwise, it seems to work fine.
