Ummm... aren't those the same usage? You're referring to the World Wide
Web in both examples, which would make it short for a proper name, which
would be "Web."
The standard I follow, unless a client has a particular style already in
use, is "Web" for all references to pages, sites, and so on, and "web"
for all references to spiders, deceit, and so on.
