I start footers on the first page after the cover page, but with no page numbers (not even small Roman numerals). It is not until I get to the first page of actual meaningful text that I allow page numbering to ensue, and then in Arabic numerals, of course. This makes it so that the first page referenced on the Table of Contents is always "1," as I believe it should be.

In editing documents that others have written, I have
noticed that half of the docs begin page numbering on
the first page after the title page, and the other
half start the numbering including the title page.
What is the consensus among you?
