One reason to begin page numbering with the title page is to sync page
numbers with the number of the page as displayed in a PDF reader like
Adobe Acrobat. These readers always paginate from the first document
page. This makes it easy for users to print specific pages or a range
of pages because the number displayed on a page corresponds to the PDF
reader's page number.
Of course this doesn't apply to non-contiguous numbering schemes like
folio numbering.
