Are these real-life hourly guidelines or are these CYA
guidelines? They seem rather lengthy...

I'd say let the author/editor come up with his/her own
rate. 

The rate will depend on document purpose, editor's
expertise with the subject matter and terminology,
editor's experience editing, and complexity of the
document.
