index entries in RHTML

Of the 2 dozen RH projects we've compiled, maybe a third have an index that
displays items in non-alphabetical order. The order appears to be random.
eHelp's Knowledge Base has an article on this problem, but their solution
does not work for us--they say to right-click on the first keyword in the
index and select Sort - Current level and Below.
When we right-click, we get no menu at all.
Anyone else run into this problem? I also don't know whether the command
will work, since we can't get the menu to appear.
We're using RHTML 9, on Pentium IIs with 64 MB RAM.
