Eric, I personally never use the second person in a proposal, and
have seen very few instances where it has been used.
Many proposal writers use a mix of the first (we, our) and third
person. Though it sounds a bit strange, it works well and is an
accepted practice for government proposals. For these types of
documents, it is the use of first person that makes the document
more approachable.
