The Microsoft Manual of Style for Technical Publications states that it
depends on your style sheet. It suggests that you do title the figures for
easy reference within the text. i.e., The Add Person dialog box (see figure
4-3) displays when...
There is a question as whether a table of figures is usefull or not. I
myself do include a table of figures for each chapter just under the table
of contents for that chapter, otherwise I refrence them in the index at the
back of the book under the appropriate lead i.e., Dialog box, add person
page 4-5.
