As long as you can print it, you can create a new copy of the file without
the security restrictions with the Distiller or PDFWriter as your "printer."

It depends on if and how security was applied. Using Acrobat 4.0, go to File
> Document Info > Security. Is changing the Document allowed? There's your
answer.
