Are you using Adobe Acrobat? If so, you should be able to edit the PDF unless someone has established it with Security levels that forbid editing.

If you are using the Adobe Reader, then you cannot edit it at all. But you can copy text from the pdf and paste it into a word document. You can then edit the word doc.
