The communication technologies referred to are things like Word, FrameMaker,
Web tools, JavaScript, HomeSite, project management tools, Multimedia tools,
database publishing systems, etc. 
How do I know? I'm quoting details from the description of the Tools and
Technologies Stem in the Call for Proposals in the April 2001 Intercom.
