Harry, regarding how to refer to other topics in a Help file, the easy
answer is refer to it by the topic name and make it a link. If you are
trying to single source, you need to make sure your authoring tool will
allow you to make conditional text for Help and print so that when the
output is made, the authoring tool uses the correct form.
