If the concern is encryption routines the Java system might contain,
then the relevant page at BXA (Bureau of Export Administration, in the
Commerce Dep't) is http://www.bxa.doc.gov/Encryption/

If it's not encryption, the BXA site should still tell you what you need
to know, or who to ask.

For a constitutional challenge to the encryption export laws,
see http://www.eff.org/bernstein/

One of my documents has quite a bit of commentary on these laws. It
says almost nothing the BXA would like, and likely not much you actually
need to know, but I'll give the reference anyway :-)
