There are many precedents for both writing numbers and spelling out numbers
which have been presented here. But, this has to do more with the traditional
forms of particular businesses and less to do with abstract grammatical
issues.
Numbers spelled out gravitate to formality and a certain literary bent.
Written numbers have more to do with finance and science, not that either is
less formal or literary.
It might be helpful to look at the history of one's institutional written
forms and see how this has been handled in the past, is there an editor you
can consult?
This question cannot be answered without reference to what is acceptable in
your neck of the woods and the particular project with which you're involved.
