The major reason to keep filenames under eight characters (plus .pdf) is backward compatibility with pre-Windows95 machines or processes that don't recognize long filenames. By processes, I refer to the (unlikely, but high-stakes) scenario of needing to recover pdf files from a machine by booting from a floppy with a limited operating system; this may truncate long filenames and make it difficult to sort files based on name. The main reason to avoid spaces in filenames is that Netscape does not successfully process urls containing spaces; if you link to a pdf whose filename contains a space, IE will link to the file and display it via the Acrobat plugin, and Netscape will not. Hyphens are legal characters for filenames; there are several illegal ones, such as *, %, and &. Between Mac and PC, the Mac allows / as a character in a filename, but on the PC this denotes a subdirectory, so moving such files from Mac to PC is problematic and the character should be avoided.
