If you can convince them to purchase 3rd party software, your problems are over, Annamarie. Check out Xpedio at: http://www.intranetsol.com/products/xpedio.html
It's a document management system (actually, it's a content management system, since it now manages other file types, such as audio files). Xpedio meets all of your stated needs and more, including batch-loading your existing docs, storing the native files, and auto-converting them to a common format (PDF, HTML...) that anyone can view using a browser. There's version-control so docs can be checked-out and updated as needed (by users with write permissions to the doc). Docs can be full-text-searched or searched via keywords or other metadata, and you can set up queries to organize the docs.
I found this product 3 years ago when it was called Intradoc. The product has grown and gotten even more powerful, and it and IntraNet Solutions tech support have been excellent. Neither my company nor I have any affiliation with Xpedio or IntraNet Solutions; we're just very satisfied customers.
