I am only familiar with one degree program, at the University of Washington,
and they require all students to take significant hours in a technical area
about which they want to write. They also have students learn a variety of
tools so they will at least have a basic grounding. In the certificate
program at the UW, they do not except people who do not already have some
background in technology and in fields related to technical writing, or
where someone is already doing technical writing but it may not be the main
focus of their job.

As I have probably mentioned several times, I much prefer to hire
entry-level writers who have a solid understanding of the technology they
will write about, such as Windows software or the Web, can write well, have
good team skills, and are independent thinkers and learners. I want them to
type and know Word, but I do not expect them to come already knowing Frame
or Dreamweaver or whatever. I can send them to a class to learn those or
they can learn them from a mentor.
