In a word, don't. Don't ever appease passive-aggressive bullies. It only encourages the bastards.
Instead, request a meeting with him and your mutual boss (set expectations for the meeting privately with the boss ahead of time).
In the meeting, address your comments to the consultant and speak only about the content--that is, the work he has done--not a syllable about his skills, his personality, or his behavior. Be direct in your criticism, but offer him the opportunity to defend his choices and explain why you have misunderstood them.
Above all, behave professionally. If he chooses to make an ass of himself in front of the boss, fine. If not, so be it.
I promise you will have no more trouble on the consultant's account after that meeting (unless he lets the air out of your tires on his way home).
