I won't claim to know the best solution, but you could make acquiring a login
ID and password contingent upon completing the orientation and evaluation. Once
they've finished those sections, they get an ID and password that will let them
into the rest of the site.

Alternatively, because you may want them to acquire their login and password
even to do the initial stuff, you make activation of their ID to the rest of
the site contingent on completing the Orientation and Evaluation. I would think
this can be done with some simple programming.
