It's amazingly easy when you pay attention! (Which is my very problem
sometimes!)
I read about that technique, of course, in Word's Help. First, I copied the
file itself, from Windows Explorer. That didn't work. Then I copied the
contents, but closed the file before Pasting - Special into the destination
doc. When you do that, the Paste: Link option is not available in the
dialog box, so I was stuck!

The obvious answer (maybe not the correct answer) is Copy/Paste. However, I
take it you want to preserve linkage to the text in the original building
block files.
To do this,
1. Copy the original block (Select All, then Copy)
2. Edit > Paste Special
3. Select the "Paste link" radio button
4. Select "Formatted Text (RTF)"
5. Click OK
This should do the trick.
