-You can use Personal Details to record and maintain complete personal
information about the employees.

Here you are clearly amassing personal information *about* your employees -
complete? what books I read, what petitions I sign, what my pension history
is like, whether I have a good credit record? That's what "about" implies to
me.

- Personal Details allows you to record and maintain the complete personal
information of (or "for") all your employees.

Using "for" or "of" implies (to me) that there is a set of "personal
information" for all employees: a limited and defined list of details,
rather than everything that can be known.
