Valerie is using CVS to store <<backups and changes to our documentation.
The problem is that CVS doesn't play well with binary files (e.g. Frame
files, online help, etc).>>

It's not exactly what you want, but you could save your FrameMaker files as
Maker Interchange Format (.mif) and store the .mif in CVS. MIF is ASCII and
should play well with CVS and you could then use your diffs through CVS. The
developers here use CVS while we use another application (Revision Master)
to control and track the documentation changes. Also, with disk space as
inexpensive as it these days, I can't imagine "lack of disk space" being a
valid reason or rather a huge benefit to version tracking and control.
