I don't think saying TW is a "goal" means it's the end of the road. It simply means one didn't become a TW as a step toward some other goal (such as becoming a programmer, TW instructor, manager, etc.)

I was inclined to answer Technical Writing is a goal but after some
thought had to answer "other" because to me, I have already achieved the
"goal" I am a Technical Writer. Now technical writing is my "career". My
"goal" now is too avoid the trap of management that would take me away
from my chosen profession - technical writing (emphasis on the writing)-
and make me just another cog in the bureaucratic wheel.
