Erika,
You're probably doing this already, but I highly
recommend communicating with folks outside the
development groups, especially product management and
technical support.
These are the people who are most likely to support
the idea of targeting documentation at helping people
do their jobs, rather than just describing the
product, and they also have lots of knowledge about
what users are trying to do and what problems they run
into.
You might check out _Writing Software Documentation: A
Task-Oriented Approach_ by Thomas Barker, published by
Allyn & Bacon.
