There's a vast difference between reselling books, and bundling them with
another product. If you simply wanted to buy the books and resell them on a web
site (which might be an alternative), you should be able to do so freely.
However, you definitely need to negotiate if you want to make the book part of a
bundle that you are selling. Because the book adds value to the bundle, the
copyright holder is entitled to part of that value. In addition, the copyright
holder has the right to refuse permission if they think that the bundle might
hurt other sales, or is inconsistent with the image they want for the book or
their company. It is not the same situation as reselling at all.
