This is a limitation of the printer itself. You are trying to print
outside the printable area of the printer.
The solution is to print on larger paper (on a printer that can accept
larger paper) and trim the pages. Or you can redesign the publication
for a smaller page size, print on the paper you are using now, and trim
the pages.
In commercial printing (on a printing press), this is how bleeds are
handled. With some planning, you can do the same thing.
By the way, when I say "trim the pages," I do not mean one at a time
with a knife or office paper cutter. I mean send the stacked pages out
to a small bindery or job printer and have them do the trimming for you.
It won't cost much, they'll do a better job, and it will be a whole lot
faster than trying to do it yourself.
