Or, is it possible to write three modules? The first module would include all of
the information an "A" user needs, yet would not reveal any "B" information. The
second module would add "B" information without extensive repetition of "A"
information. The third module would complete the picture for "C" users, again
with a minimum of repitition of "A" and "B" information. Each level of user
would be provided with one, two, or all three modules, according to his or her
needs.
This approach would require careful planning, but has the potential to avoid the
problems you mentioned.
