I might be a bit off here, but what the heck.
Set the heading style to have right alignment (Format > Paragraph >
Alignment). Set the numbering to have a tab of size whatever. Do not set any
tabs for the style. Does this work as expected?
Now - some background info - the 'tab' that comes with the number is its own
beastie - but is beholden to tab settings - and they often confuse it. So
yes, the behaviour was correct when it ignored the tab you set for the STYLE
and overrode it with the tab from the LIST. Lists override styles on indents
and tabs.

I do have a right-aligned tab and a tab after the numbering all set up in
the heading style. When I insert the heading style, I get the number and
then the curser is at the right-aligned tab (which is at the end of the
line, right side of the printed page margin). However, when I begin to enter
the text, at the right-aligned tab stop, the text doesn't right align, and
thus wraps to the next line.
If I do the same setup in a heading style without numbering, the right tab
stop works fine. As soon as I do automatic numbering, the tab stops working
as it should.
