The documentation I finish with NEVER reflects the plan. So, why not produce
a plan for the management then get on with the work. That's what I do, as
cynical as that! Its also the way that other kinds of projects run. You
produce a plan, do the work, and use the plan to check you got everything.
What was the current government's mandate before it came to power? Did they
every follow it?
Its all water under the bridge.
