Darren, have you tried the IEEE? They've got a Professional Communication Society that concerns itself with all things technical writing, or so it seems from a quick check at their site. The Society publishes both a bi-monthly newsletter and a quarterly journal that might be what you're looking for. However, I don't know if there are any costs to join or if you'd need to be a member before they would consider your work. All that said, I have heard good things about them (I'm not a member myself). Check it out at http://www.ieeepcs.org/.
