FrameMaker 5.5.6 on NT and Acrobat 4.0.
The EPS method works. The only concern I have is file size. Same file, the
EPS is 73KB, and the PDF is only 3KB.

What version and platform of FrameMaker, Brian? FM/Unix can't import
PDFs at all.
Placing PDFs in FM means that FM converts to EPS on-the-fly, so you
might be better all around by exporting from Illustrator as an EPS and
using that instead.
