Personally I'd use Dreamweaver (DW) for site development and its sister
product Fireworks to create and/or edit web friendly graphics. DW
incorporates stuff like FTP so that you can manage your local pages and
upload them to the server etc., extend it to handle database driven sites
and such like. Check out the Macromedia website at http://www.macromedia.com/software/ for details.
Hope this helps.

Subject: best software for web site development
Hello everyone -
My boss wants to create a web site up and has asked me which software would
work best. I don't
know anything about this end of the technology. I suppose FrontPage or HTML
are the top two
choices, correct? I would certainly welcome feedback from those of you "in
the know". Thx, Chris
