Chris, just the way you phrased the comment on choices suggests you are being
totally honest. You would use a program like FrontPage or Dreamweaver or even
Microsoft Word to create HTML which you would then post to a web site.
In fact, it sounds like you currently have nothing, no server, no web site, no
nothing, and probably nobody who knows much more than you do. If I might
suggest, before you go charging off (or let your boss go charging off),
somebody needs to take some basic classes or do some basic reading. A
tool-oriented course might be simplest, just to get a lay of the land. You can
also go to your local bookstore and find any number of books on the web, web
development, and tools. (Personally, I find the "For Dummies" books a great
place to start.)
As for what the best tools are, well you'll get plenty of arguments on that.
What's the best automobile to own? Where is the best place to live? Where is
the best place to work? These are all subjective opinions. Learn some basics,
grab a tool, and have at it.
