I know that frames are in disfavor with many Web designers, but this is
exactly the kind of problem that frames were designed to handle.
Top frame, Navigation, is one HTML page. Lower frame, content, is other
HTML pages.
Pages are not included inside of others this way, but the Navigation
page only needs to modified in one place, not copied and pasted to
every page on the site.
(That said, Geoff Hart's suggestion of Dreamweaver page templates sounds
like a winner, but I am not familiar with Dreamweaver.)
