There are a couple of ways to do this:
(1) Use Frames. This is really simple to set up and is not dependent on the
web editor. The navigation bar will be in one pane, bringing up pages in the
other panes. Once you set up the frames, all the rest of the pages should
work without extra tweaking.
(2) Set up a Dreamweaver template that includes the navigation bar and any
other content that should appear on most pages. Then when she creates new
pages for the site, they should be based on that template. When she changes
the template, she will automatically be asked if she wants the pages based
on that template to be updated. If she has already created the pages, I am
not sure whether she can apply the template to the existing pages.
