It's not. The few times I've taken a full-time position (which usually means that it will declare bankruptcy within six months; not that I'm superstitious, but companies really should think twice about putting me on salary), I've negotiated salaries that were 0 to 15% less than what I was making as a contractor for doing the same work.

It all depends what you can negotiate. Obviously, you don't want to aim so high that the company loses interest. On the other hand, you don't want to aim too low, either - and if you accept the various surveys and received wisdom unquestioningly, you will almost certainly aim too low.
