Translating Documents into PDF versus Microsoft Reader

My current project requires all COTS documentation to be delivered in PDF
format, including Operating System Help Guides (Linux, Win 95/98/NT and
even DOS). Are there any suggestions as to how to obtain these help
guides in PDF format. Our plan was to download and E-book such as "DOS
for Dummies" and create a PDF file, but Adobe locks in each E-book to a
specific PC, MS Reader locks in to a max of 4 PCs, so it is not a very
logical solution, unless the file can be burnt to CD? What is the best
way to obtain a help reference in PDF format without spending all day
downloading web pages. Anyone...anyone...Bueller?
