This is very true. My wife is the HR person at a small (30 employees) software company. They use the Monster.ca to advertise postings, and the volume of CVs she receives is incredible. She'll usually get a couple of hundred responses to a single posting. A certan number of those (maybe 10%) are ones that are sent automatically to every posting and are irrelevant to the job (they're from someone who has set up a script to auto-reply). Those go ni the trash immediately but still take
time to sort through.
That being said, job boards are still cost effective for a small company given their reach relative to cost when compared to say, newspaper ads (too expensive), or postings on the company's website (limited reach)

The reason, I've been told once or twice, is that posting on a job board can result in hundreds of replies, many of which aren't suitable, but which still have to be sorted through. Not only do these unsuitable replies complicate the hiring process without giving any benefit, but a small company - which often means an understaffed one - can't afford to waste the effort to deal with them.
