There's a plugin to Perforce P4Word which can be used to compare docs in
Word. It's very similar to Word's track changes but it gives the additional
functionality of being able to compare different revisions.

We use Perforce too and have multi lingual docs including Japanese that are
stored in it. Where we differ though is that I use FrameMaker and save the
docs in the text based MIF format - so in theory I can tell Perforce to
compare different versions of the same docs and hightlight only the
differences - I say in theory because we've only just started using it. I
assume that this approach won't work with the binary word format as Perforce
won't be able to do the compare?
