Yes, but there are limitations. You'll need what is called raster-to-vector
software, such as Wintopo, TracTrix, Vectory, Adobe Streamline or Celinea.
Which one is best for you depends on your budget, what kind of graphics you
have, and what level of professionality, quality and editability you need.
In most cases, you will end up with overlaying shapes rather than lines and
objects. This may be enough for things like photographs, but is not too
useful for line drawings like CAD designs and diagrams.
B) Minimize the graphic so it does not get blurry
Not sure what you mean here. If the vector graphics are good, they won't get
blurry because the rendering device interprets the mathematical equations to
render at optimal quality using the available pixel space.
C) Convert the picture back to a web graphic
Sure. Lots of tools can help you there. In fact, vector graphics can also be
published on the Web as such. For example, as XML-standard SVG which can be
viewed with browser plug-ins like the Adobe SVG Viewer.
