I like Barry's Kiefer's, but would differ on the details.
1. Instructions can be a single set of steps that walk you through
performing a task, such as opening a file. They can also be multiple sets of
steps necessary to complete a process, such as editing a file.
2. Tutorials are larger in scope and address how to accomplish a goal, such
as "learn how to use Microsoft Access." In doing so, they use many devices -
including instructions.
3. A tutorial can include instructions, but an instruction is not likely to
include a tutorial (although it might link to one).
4. Instructions are micro. Tutorials are macro.

I would classify it this way:
* Instructions are a listing of steps to complete a task.
* Tutorials are a learning tool.
I would use instructions to explain how to place an index marker in
FrameMaker.
I would use a tutorial to explain how to use FrameMaker.
