It's been a while, but I recall some discussion about why proposal writing
isn't taught in schools or mentioned in textbooks and some interest
expressed in proposal-writing resources. A recent article (and book cited in
that article) should help those seeking information:

Wahlstrom, R. 2002. Teaching the proposal in the professional writing
course. Technical Communication 49(1):81-88.

(Though nominally targeted at teachers who'd like to include proposal
writing in their curriculum, the article provides a clear and comprehensive
review of the key aspects of developing a successful proposal.)

Holtz, H. 1990. The consultant's guide to proposal writing: how to satisfy
your client and double your income. Wiley, N.Y.

(Haven't read this, but I've known Herman from his various writings over the
past decade or so, and he knows his stuff. So the book is almost certainly
worth a look.)
