Herman's book is good. He was an excellent writer, and a tremendous
resource on this list prior to his passing. He was always very generous
with his knowledge, and is missed by many.
Two other books I found helpful for proposal writing are:
Proposal Development: How to Respond & Win the Bid
-Bud Porter-Roth
Handbook for Writing Proposals
-Robert J. Hamper & L. Sue Baugh
-Keith Cronin
