I am familiar with recruiters who charge the candidate a percentage of
salary instead of charging the company. I would regard such companies with
suspicion. At best they are behind the times. But charging the candidate
regardless of whether they find you a job? No way.

You gain nothing by going to a recruite that YOU pay.
In fact, you may be getting burned. Recruiters are
paid by the companies who hire through them. They have
inside connections (usually). A for-hire recruiter
does not necessarily have these contacts, and will
basically be pounding the pavement just as you would be.
